Dear AmCham China Members,
It is with great enthusiasm that I submit my candidacy for the Board of Governors of AmCham China.
Throughout my 20+ year career in the ICT and semiconductor industries, I have worked at the intersection of business, policy, and geopolitics—helping multinational companies navigate the evolving U.S.-China relationship. As Vice President of Government and Regulatory Affairs at IBM Greater China, I have led strategic engagements with government stakeholders, shaped policy responses, and driven corporate pivots in response to geopolitical shifts.
In recent years, I have played a key role in helping IBM adapt to the changing regulatory landscape, ensuring business continuity while advocating for balanced and constructive dialogue between the U.S. and China. My experience spans not only government relations but also business development, giving me a holistic view of the challenges and opportunities facing our member companies.
If elected, I will bring this experience to the Board to:
- Strengthen AmCham’s role as a trusted bridge between business and government.
- Advocate for pragmatic, forward-looking policies that support innovation, market access and business growth.
- Support member companies in navigating geopolitical tensions and regulatory complexity.
- Foster inclusive dialogue and collaboration across industries and sectors.

Biography
Ms. Agnes Cui serves as Vice President of Government and Regulatory Affairs for IBM Greater China, where she leads IBM’s public policy strategy and government engagement across Mainland China, Hong Kong, and Taiwan. She is responsible for shaping IBM’s approach to regulatory developments, fostering strategic relationships with government stakeholders, and advancing initiatives that support innovation and digital transformation.
With over two decades of experience in the ICT and semiconductor sectors, Ms. Cui is a seasoned government relations executive with deep expertise in public policy, regulatory affairs, and geopolitical analysis. Prior to joining IBM, she held senior roles at leading multinational corporations including Qualcomm and Cisco, as well as international organizations, where she focused on government affairs, policy advocacy, and business development.
Ms. Cui began her career at the Canadian Embassy in Beijing, supporting commercial services for the ICT industry with business development programs. Her career has been defined by her ability to bridge business and policy, helping global companies navigate complex regulatory environments and macroeconomic shifts.
In recent years, Ms. Cui has also taken on executive responsibilities in business development, gaining a comprehensive understanding of the ICT value chain—from semiconductors, software, and systems to cloud services and AI. She maintains strong working relationships with key Chinese government agencies, industry associations, and think tanks, and is highly experienced in initiating and facilitating high-level public-private dialogues.
Ms. Cui holds a master’s degree in business administration from Peking University and a bachelor’s degree in economics from the University of International Business and Economics (UIBE).
