Campaign Statement
Dear Members of AmCham China,
I am Justin Zhao, Vice President of Government Affairs & Policy at Johnson & Johnson China. It is with great enthusiasm and a strong sense of responsibility that I submit my candidacy for the membership of the AmCham China Board of Governors. I am keen to contribute to the Chamber’s vision to improve the business environment in China and promote constructive and sustainable US-China economic relations.
As one of the world’s largest healthcare companies, Johnson & Johnson has always closely collaborated with AmCham China and its members across the industry to shape China’s business environment, actively participating in the Chamber’s advocacy efforts, including the Healthcare Industry Group and the Chinese Government Affairs Committee. In the current context of highly uncertain geopolitics, still sluggish economic recovery, and rapid changes in market access and industry competition landscape, the role of our Chamber becomes especially important. It is crucial that our business community unite, collaborate, and engage proactively with policymakers to shape a fair, transparent, and sustainable business climate for foreign investors in China.
My professional journey spanning three decades includes experience across public service, industry association, and multinational corporations in the IT, financial and healthcare sectors. I have developed a deep understanding of policy formulation and stakeholder engagement, enabling me to facilitate constructive dialogue and collaboration among diverse parties. I am willing to make greater contributions to enhance the synergy of our community and promote AmCham positions to improve the business environment and build an upgraded ecosystem conducive to innovation and international cooperation.
China’s ongoing economic and social transformation is at a pivotal juncture, especially as we approach the conclusion of the 14th Five-Year Plan and set the course for the 15th Five-Year Plan. If honored with the opportunity to serve in the Board of Governors, I pledge to work seamlessly with the Chamber to enhance communication and cooperation with policymakers, government agencies, and think tanks. I look forward to the opportunity to contribute to the development of Chamber and work together with all of you to continuously improve the business environment and drive tangible, impactful outcomes for our members’ business success in China.

Biography
Justin ZHAO joined Johnson & Johnson in February 2023 as the Vice President of Government Affairs of Johnson & Johnson China, responsible for landing the GA&P strategy in China, leading the company’s policy advocacy and government engagement for shaping the regulatory environment and driving business growth.
Justin brings extensive experience to his current role from his past public and diplomatic services, and over 18 years services at leading U.S. technology companies, including HP and most recently, Microsoft. Justin was Microsoft’s GA lead for China and worked for the company for 12 years, including 6 years at its global headquarters in Redmond. Prior to Microsoft, Justin had served as Government Affairs Director of China HP (2007-2011), Vice President of Swiss Reinsurance Beijing Office (2005-2007), and Policy Director of the United States Information Technology Office (2004-2005).
Justin is also Vice Chair of the Healthcare Equipment Working Group of the European Union Chamber of Commerce in China (EUCCC).
He received his Master of International Business from the University of Sydney and Bachelor of Economics from the University of International Business and Economics.
